The articles in “The Making of Israeli Foreign Policy” examine and shed new light on issues in the Arab-Israeli conflict. Of special interest is Moshe Shemesh’s groundbreaking article, “On Two Parallel Tracks—The Secret Jordanian-Israeli Talks (July 1967-September 1973).” It provides a detailed account and analysis of some 30 previously unpublished secret talks between Israel and Jordan that will serve as a vital source for scholars and students of Israel, Israel-Jordanian relations, and the Arab-Israeli conflict. Of equal interest is Pnina Lahav’s “A Small Nation Goes to War: Israel’s Cabinet Authorization of the 1956 War,” which also includes previously unpublished materials, in this case the recently declassified protocol of the formal process of the Cabinet’s authorization to go to war. It examines the legal questions surrounding a nation’s dilemma regarding its security interests and its decision to wage war.
